Silenced : When Protecting Patients Becomes Punishable: UK Doctors Demand Justice , accountability and reform :
UK doctors who raised concerns in an effort to protect the patients and public during the COVID-19 pandemic and vaccine rollout have faced victimisation and disproportionate regulatory action by the General Medical Council (GMC) since 2020. They are calling for justice, accountability, and reform.
We, the doctors practising in the United Kingdom and abroad, write to express our profound loss of confidence in the UK’s medical regulator, the General Medical Council.
This petition calls for the resignation of Professor Dame Carrie MacEwen, Chair of the GMC Council, and Mr Charlie Massey, Chief Executive and Registrar of the GMC.
Over recent years, the GMC has overseen — and in our view enabled — the development of a sustained climate of fear within the medical profession. Eighty 80 % working doctors in the U.K. have lost their trust on the GMC for their biased approach and cruelty .Many doctors now feel silenced, deterred, or disciplined for exercising ethical conscience and lawful professional expression.
This environment has not emerged by accident. It has arisen through regulatory actions by the GMC perceived as selective, disproportionate, and insufficiently protective of both patients and practitioners while working as a tool for big pharma and politicians to protect their westen interest.
Rather than being seen as an independent and impartial regulator, the GMC is increasingly viewed by many within the profession as a body that has failed to safeguard open scientific discourse, professional integrity, and trust in medicine as a moral vocation committed to the protection of public health and life.
Examples of Concern:
This crisis of confidence is exemplified by cases including:
• Dr Muhammad Iqbal Adil FRCS, a highly qualified and experienced Consultant Surgeon, researcher, and writer with an unblemished 30-year record. He was initially suspended and subsequently erased from the medical register following expression of views regarding COVID-19 policy and vaccine safety during the early and uncertain stages of the pandemic. He had no prior clinical or ethical findings against him.
• Dr Almas U Din Qazi FRCS, A Competent Consultant Surgeon with 26 years of spotless medical record similarly erased following concerns raised regarding COVID-19 policies and potential vaccine-related effects.
• Other doctors including Dr Sam White, Dr David Cartland, Dr Armstrong, Dr Ann McCloskey, Dr Sarah Myhill and Dr Jayne O’Donnagan many more critical thinker are among others, who have faced suspension or erasure by the GMC for their opinion on Covid Pandemic and mRNA Vaccine rollout to safeguard humanity based on ethical practice as a duty of candour . Their long and successful career have been ruined by the GMC.
Concerns have also been raised regarding the treatment of Dr Ghassan Abu Sittah, and Dr Aladwan a British-Palestinian reconstructive surgeon and internationally respected clinician, and trainee surgeon whose regulatory proceedings have further amplified perceptions of selective scrutiny and political sensitivity.
The cumulative effect of these cases has been reputational damage to the profession, personal devastation for doctors career and their families, and growing concern regarding proportionality, governance, and fiduciary responsibility in the use of doctors’ annual subscription fees in business by the GMC.
Core Concerns
We believe the GMC has failed to:
• Protect patients and doctors
rather acted as a instrument in political targeting and intimidation
• Failed to Safeguard the right to ethical, lawful, and evidence-based professional speech
• Failed to Apply regulatory standards consistently and transparently and honesty
• Spending entrusted funds of doctors subscription responsibly without any accountability
• Failed to demonstrate independence from political and commercial pressures
A medical regulator must never be perceived as enforcing political conformity. When regulation is experienced as punishment rather than protection, trust erodes — both within the profession and among the public.
Medicine cannot function where fear replaces ethics, where double standards replace justice, and where investigation becomes synonymous with intimidation.
Our Call for Action
We respectfully call upon the UK Prime Minister, Keir Starmer, and the UK Parliament to:
1. Review and amend the Medical Act 1983 to prevent disproportionate use of suspension and erasure powers.
2. Intervene to ensure regulatory accountability, independence, and proportionality.
3. Seek the resignation of Professor Dame Carrie MacEwen as Chair of the GMC Council.
4. Seek the resignation of Mr Charlie Massey as Chief Executive and Registrar.
5. Review the cases of doctors suspended or erased in politically sensitive contexts and ensure fair reassessment, with reinstatement with full compensation of their damages .
6. Establish an alternate , honest and lawful professional body to act as a Medical regulator to protect doctors and patients , safeguards and prevent regulatory overreach which is damaging to the health services in the U.K.
This appeal is not made lightly. It is made because many doctors no longer recognise the GMC as a body that fully represents, protects, or serves either the patients , profession or the public.

We stand for transparency, fairness, and proportionality in regulation.
Vast majority of doctors call for accountability, robust , honest , competent and meaningful leadership ,with structural reforms of medical act 1983 within Medical Regulator to restore public trust in the medical regulation in the United Kingdom.
